A strategic shift that is likely to have signaling effects for the European insulation material market: Austrotherm is building a second production facility in Romania and is continuing its consistent Eastern Europe expansion. The decision by the Austrian manufacturer is part of a broader development in which established Western European insulation material producers are increasingly investing in production capacity in Central and Eastern Europe – driven by lower energy and labor costs as well as growing sales markets in the region.
For the insulation material industry, the choice of location is strategically relevant for several reasons. Romania not only offers cheaper production conditions for energy-intensive EPS manufacturing, but is also geographically optimal for supplying Southeast European markets, which have recorded above-average growth rates in the construction sector in recent years. Proximity to raw material suppliers for polystyrene granulate as well as to important sales markets in the Balkans significantly reduces logistics costs – a decisive competitive factor for an insulation material with comparatively low value density.
The investment is part of a series of consolidation movements in the European insulation material market. Following the acquisition of Gruppo Poron by Austrotherm, the trend toward vertical and horizontal integration is strengthening. Meanwhile, competitors such as ROCKWOOL and ISOVER (Saint-Gobain) are increasingly focusing on mineral wool and positioning themselves through sustainability arguments – particularly recyclability and lower VOC emissions – against synthetic insulation materials.
For planners and processors, the increasing production concentration in Eastern Europe potentially means more stable supply chains, but could also increase dependence on individual major producers. The material availability of ETICS components based on EPS is likely to improve in the medium term through the capacity expansion, which is particularly relevant for large projects with short lead times. At the same time, pressure is mounting on smaller, regionally anchored insulation material manufacturers who can hardly compete with the economies of scale offered by multinational suppliers.
